Does Portland offer free public transit?

Portland, like most large cities, has several transit options.  These include buses, MAX (light rail), WES (commuter rail), and street cars.  A year pass for Portland transit is $946.  Though there is no system in Portland that allows one to travel around the city for free, Portland buses and trains will allow you to travel without charge “all day every day” in the downtown area.
