Does plastic or paper recycling use more water?

I believe that paper recycling uses far less water (7000 gallons/ton of paper) than plastic recycling.  Plastic recycling facilities can use up to 100,000 gallons of water per day but there are efforts to modify the process.  Plastic recycling companies are looking to cut water usage to zero and even sequester carbon in the process.
