The technical definition of permafrost is permanently frozen ground, soil, rock, or sediment that remains frozen for at least 2 years. So yes permafrost stays frozen all year. Other frozen ground is termed as seasonally and intermittently frozen. Seasonally frozen is ground that freezes for more than 15 days and intermittently frozen ground lasts from 1 to 15 days.
