With traditional solar panels, they could still work if there was, say, glass separating the panels and the sun. However, the panels would lose a lot of their efficiency. Solar panels are only really effective in direct sunlight – anything else would really be a waste of money.
It should be noted, however, that scientists are developing color solar panels that can absorb indirect light as well.
