Does the oil in asphalt ever leach into our groundwater?

According to the National Park Service, yes, there is a possibility for the oil in asphalt to leach into our water system. The conditions would need to be ideal for this kind of leaching, as asphalt itself is a containment for the oil and (most times) holds the oil in quite well.
