You could probably get away with not being hooked up to the grid, but it would be more cost effective to hook up to the grid. It is difficult to store electricity (one of the big problems with alternative energy like that), so chances are you would only be putting the electricity generated by the wind powered system into use when you were charging a vehicle. If you were hooked up to the grid you would be producing electricity whenever the wind blew, selling it back to the energy company for credit, and using the electricity when you were charging the vehicle. This way you could be saving money even when you werent charging your vehicle.
