Does making water more expensive encourage Americans to conserve more?

    Like anything else yes there would be a buying trend associated with water use. States like California and Arizona who suffer frequent droughts have routinely had to implement water taxes or simply raise prices in order to basically force people to use less water on things like washing the car or watering the garden. As long as it is within a reasonable means since water is so important, raising the prices would definitely help lower overall water usage.
