If you mean LAX the airport, then no, they do not have regulations on air pollution. You can understand why an airport may not want to regulate such things since it would cause a lot of unhappiness and economic pressure from airlines and does not fall under their domain (it is the responsibility of the EPA to regulate pollution). So there are definitely concerns over air emissions, especially carbon dioxide from airplanes, and Los Angles does have some of the worst air quality in the country, but it is unlikely that regulations are going to come from the airports, which depend on air transport to make money.
