Yes, usually. litter and chemicals that end up on the ground are generally washed into streams and rivers, ending up in the ocean. a good example of this is the pacific trash ring, in which the currents flow in such a way that miles of ocean are dense with plastic bottles and litter that has been washed to it. this is water pollution from ground pollution.
