Does Japan have a good space travel program?

“Good” is entirely subjective, and could have a dozen different meanings, so there is no answer to your question.

Japan has only been involved in space activities for a few years, so whether it is “good” or not, it is pretty minimal.

They haven’t caught up to the achievements of the United States, for example, but their program is comparable to China and India’s programs. They’re certainly relevant, and have the technology to send men into space, and to the International Space Station. Their program is growing (unlike the US’s) and seems fairly ambitious, although it has a ways to go.
