Does Japan have any policies for energy efficiency?

Compared to many other industrialized nations, including the United States, Japan has a very energy efficient society. Many government policies in Japan encourage energy efficient infrastructure, leading to nation-wide emissions of greenhouse gases that are considerably lower than they would be without such policies. While countries like the United States are only just beginning to take energy efficiency very seriously, Japan has been doing it for years. Japan is a country that many other nations could benefit from using as a model as they try to make their own energy infrastructure more efficient.
