There are a variety of types of colored paper, and some require additional resources to produce. One factor is whether or not the paper is made from full pulp, or if recycled paper is used. As for the chemicals used, chlorine is used in the bleaching process, while additional dyes are then used for colored paper production. Some companies are making recycled chlorine free papers (in both printing paper and colored paper). This link has a list of such companies: http://www.environmentalpaper.org/preferable-papers.html.
