Does it matter that the Congress doesn’t plan to pass a climate bill until after Copenhagen?

Not necessarily, especially since Senate has delayed meetings of for the current climate bill. The main issue at hand is that the United States is behind the world in terms of a massive governmental shift to focus on remediating greenhouse gases and other aspects of environmental health. As a leading producer of greenhouse gases, America as whole did not sign onto the Kyoto protocol, even though various states have done so on their own accord. Copenhagen will put the spotlight on America, truly urging strong legislation that will contribute to the global effort to make sure that Earth will have a future.
