The effectiveness of a solar panel is determined by how much sunlight it can gather. In that sense, height may help a little, but depending on where you live, it probably won’t help too much. However, if something blocks a low solar panel (like trees or houses), then it won’t be as efficient. Basically, as long as you place it where the solar panels can get the maximum sunlight exposure, height doesn’t matter.
To add, solar panels don’t need to be at a certain height to get the most out of them. The main things it needs to be efficient, if placed on you roof, it needs to be facing south at or around a 30 degree tilt, and free from shade.
