In general, it costs much less money to pollute than it does to NOT pollute, which is why we have so much pollution. Consider a chemical plant. It has to get rid of its toxic waste somehow. It does have to spend money on a pipe system to transport the waste. If this pipe dumps into a local stream, that’s all the company has to pay for. If they aren’t allowed to pollute, they would have to set up a waste treatment system which would cost far more money. Similar logic applies to other types of pollutants.
