Does the interior department have enough power to implement climate policy?

In September 2009, the Department of Interior launched it’s “first-ever coordinated strategy to address current and future impacts of climate change on America’s land, water, ocean, fish, wildlife, and cultural resources.” This new strategy will allow the Interior bureaus to coordinate climate change science and resource management strategies. Since they are now setup with the right tools to implement climate policy, they should be powerful enough.
