Does the IEA (International Energy Association) just work with developing countries, or do they work in developed countries too?

The International Energy Association actually acts as an energy policy advisor to its 28 member countries and was founded in 1973 during the oil crisis.  The member countries are actually more developed countries including the US, many European countries, etc.  They also reach out to help advise China, India, Russia, and other developing countries with their environmental policy decisions.
