Yes, the higher the smoke stack from a factory, the greater the chance that the pollutants emitted will be dispersed and dilluted and have less effect on surrounding neighborhoods. If the smoke stacks emit pollutions above the atmospheric inversion, then mixing with the lower levels would essentially not occur, keeping pollutants high above cities (An inversion is a reversal of the temperature profile of the atmosphere and it discourages vertical mixing).
