Does the heat island effect speed up climate change?

the heat island effect is more of a local phenomenon, whereas climate change encompasses the entire world. Heat island effect tends to occur in large and populous cities with a dense infrastructure because the physical landscape facilitates trapping of the heat generated from vehicular exhaust, factories and from the sun. Climate change may exacerbate the heat island effect in some areas because of higher temperatures, dryer climates, etc..
