I can’t imagine that a basement would have that effect. Yes, it is cooler with increasing depths underground, but if your basement can’t somehow transmit that cool air in to your home then it would not serve any other purpose than for storage. I think more importantly your home’s position in relation to the sun’s incoming rays determines how cool your home will be. Or perhaps the amount of foliage surrounding your home, for example large trees, may also play a role in cooling houses. And of course, insulation is key.
