It can. Most dyes and bleaches end up causing some scalp harm that results in hair becoming dull and lifeless after a few applications. If inflammation of the scalp occurs, hair growth can be interrupted. Aniline dyes can cause a rash known as weeping eczema on the scalp. The rash can also spread to other parts of the body. Vegetable dyes are less likely to cause harmful effects.
I wanted to add that aniline hair dyes are usually considered toxic, and can cause skin, eye, and mucous membrane irritation. It is possible for people to have allergic reactions, but this usually does not happen to most people.
