It depends on the crop. Rice fields benefit from floods. It’s how many of the crop fields are irrigated.
Flooding is generally bad for plants. Even common flood-plain crops, like rice, can be and are damaged by flooding (see first link below). Indeed, there are many farmers and writers, such as Masanobu Fukuoka, who advocate very limited or nearly no flooding for growing rice.
Terrace farming is usually designed to prevent flooding and erosion, though there are cases of successful production where flooding and terracing are combined (see second link below).
