Does the federal government have limitations on the amount of carbon a powerplant can produce?

    Unfortunately, for a very long time, CO2 has not been regulated as a pollutant by the EPA. While some state-level agencies (like in Oregon) have set a cap on the CO2 emissions of power plants, federally, there has been no limitation placed on power plant CO2 emissions. It took until April of 2009 for the EPA to suggest that limits on CO2 be enacted. Hopefully, we will see some action soon.
