Does evolution always proceed at the same rate?

There is no real “rate” that evolution proceeds at. Most often it comes as a result of adaptations to the environment. For instance, it is theorized that before giraffes had such long necks they started out as creatures who ate from the tops of trees. The ones with longer necks were better able to find food, and so those stronger animals survived and passed on their traits.
