Does every state have a solar farm?

Not every state has a utility-scale solar electric plant. The map at the link below shows where utility-scale plants are under various stages of development. They are located mainly in the southwest and the southeast, with a couple in North Carolina, New Jersey, and Ontario. The plains states (the Dakotas, Nebraska, Kansas, Oklahoma), the northwest and the northeast have no large-scale solar plants under development.
