I would assume that every city has a plan to take care of excess water caused by rain and the clogging of drainage on streets. However, a legitimate flood caused by the overrun of river/lake/ocean/etc. water doesn’t happen in every city in every state. Cities that are not near large bodies of water are not concerned with flooding. This is the same as cities and states that are unprepared for snow and ice storms. Since they happen so few and far between, these cities are not well equipped to handle such natural disasters such as flooding. If a plan is not in place, the governments will know people/places to contact for advice and information as well as extra help.
