Does the EPA think that coal ash ponds are environmental hazards?

    The EPA cites that while coal ash contains many potentially harmful chemicals, the leaching of these chemicals “rarely reach the Resource and Conservation Recovery Act (RCRA) hazardous waste characteristic levels”.
