Does the EPA require large companies to explain their environmental impact?

    In section 102(2)(C) of the National Environmental Policy Act, environmental impact statements are required if a federal agency takes an action that affects the quality of the environment.  It applies only to federal agencies and not to companies.

    However, companies that affect the environment through their operations do have to abide by EPA standards.
