The EPA is a US institution so it is unlikely that they rate MPG for all cars in all countries. Foreign cars that are imported into the US (as a large number of cars are) are no doubt rated by the EPA, however. They have so many concerns to deal with domestically that it is doubtful that they have the jurisdiction or the desire to do much enforcement abroad. They have initiatives that deal with pesticides, air quality, safe drinking water, and Energy Star, which lead one to believe that the EPA certainly has their hands full with domestic conerns.
