Does the EPA monitor the tar sands project at all?

    Well, the majority of the tar sands projects are in Canada. The EPA is a United-States-based agency, so they technically have no part in what goes on in Canada. However, the EPA has been maintaining a position of opposition to refineries in the US processing oil taken from the tar sands’ project. So it’s definitely a good thing that the EPA is keeping an eye on the problem, even when they can’t directly act on it at the source.
