Absolutely. Whether you have access to enough food, and enough nutritious food, can determine whether you grow as tall as your genes allow. The amount of growth hormones in your body can also impact bone growth and thus height; they are increased by proper diet and exercise, and are also sometimes artificially ingested. This can be intentionally, to correct a hormone imbalance, or unintentionally through the chemically treated meat we eat. People living in different areas have different average heights, which is probably mostly due to the nutrition available.
People also try to maximize height by sitting, standing and laying in certain postures and performing certain exercises to stretch and flex the backbone.
