It has both. LEED standards are applied to any buildings worldwide that meet their environmentally friendly standards. Dubai has their own set of enviornmental standards that they were asked to conform to several years ago, but as they build according to those standards, they automatically become included in the consideration for LEED awards.
There only major international competitor to the USA’s LEED standard is the UK BREEAM. To compare the use of two in Dubai, there are 12 LEED certified buildings (2 at platinum, the highest level), but I wasn’t able to find any listed on BREEAM’s website. They do, however, list a special version of the standard called BREEAM Gulf developed together with organizations in Qatar, Abu Dhabi, and Dubai, launched in 2009.
