Does a dirty air filter hurt the MPG of your car more than under inflated tires?

A dirty air filter can lower fuel efficiency by as much as 10%. Under-inflated tires can lower fuel efficiency 4% in urban areas and 7% in rural areas. These numbers are so close that it would depend on the individual vehicle and driver which is worse, but a dirty air filter seems to be worse in general.
