The Dakar Rally was originally ran from France to Senegal, but now, is held in South America. So the short answer to the question is no, because it is no longer held anywhere near Dakar (but simply still bears the name). That said, while it was held in that area, inhabitants claimed that little money was invested into the economy as a result of the rally. They said that few people stopped to buy their goods, and the dust and negative environmental impact far outweighed the benefits.
It should also be noted, representatives from Chile and Argentina are criticizing the race for not taking a proper environmental assessment of its impacts.
