Does Congress have to approve new nuclear power plants before they can be constructed?

    The Nuclear Regulatory Commission (NRC) oversees the creation and regulation of all commercially operated nuclear power plants in the United States.  Before construction begins, a construction license and operating permit must be granted by the NRC.  So no, Congress does not have to approve new plant projects, it is governed by the NRC.
