Temperature does not have an effect on the flow of electricity, but extremes both and cold on the temperature scale can affect the medium through which the electricity is flowing and disrupt it that way. Cold can freeze wires and other systems, causing a breakdown in the flow, but the cold itself will not stop electricity in it’s own.
