Does China have a carbon tax?

Not quite, but it is moving in that direction. Several countries are simultaneously drafting legislation to create a good carbon control program. Some countries are leaning towards a cap-and-trade system, which directly controls the quantity of carbon produced, but lets the price vary while others are using a simpler, flat carbon tax which will keep the price fixed, but let the quantity vary. Both measures have the same effect of controlling carbon emissions through slightly different mechanisms.
