Does China have any offshore oil rigs?

They do indeed.  Chinese owned “China National Offshore Oil Corp” is “a state-owned company incorporated on February 15, 1982” (from the first link below); they produce about 90,000 tons of oil a year.

China also held their fifth annual China Offshore Summit this year (2010).

90,000 tons of oil would be about 657,000 barrels. CNOOC produces far more than that – currently reported at 149,000,000 barrels for the first half of 2010, so close to 300,000,000 barrels for a year.  The 90,000 tons figure probably is per day, not per year.
