According to both http://www.brookes.ac.uk/eie/reccard3.htm and http://www.tappi.org/paperu/all_about_paper/earth_answers/EarthAnswers_Recycle.pdf both paper and cardboard are recycled in the same fashion. However, they are recycled separately, because “different grades of paper are used to make different types of paper products.” Paper and cardboard are both made from cellulose fibers that have to be soaked in water and chemicals to break down into a pulp that can be strained of plastic, metal, ink and other non-recyclable products before being reprocessed into usable products like boxes and recycled paper. The Earth Answers pdf also notes that on average 80% of the recycled materials can be used to make a new product.
