Does California or Texas have a larger shortage of water?

    In everything I have read, California is ofter cited as one of the foremost states where there is and could potentially be a large water shortage. On February 27, 2009, California Governor Arnold Schwarzenegger made an official state proclamation about California’s water shortage citing three consecutive years of drought and dangerously low water reserves. Texas with its arid climate has too struggled with droughts. Both states recognize the problem and are seeking solutions to alleviate any water problems in the future.
