This is a tricky question because water is not a static entity it travels between states out into the ocean, precipitates and evaporates. Therefore, to answer this question I would look at the average annual rainfall in California vs. Nevada to get an idea of what each states ground water recharge looks like. In this case California has much more water than Nevada.
