Does California have a cap and trade program?

    California does have cap and trade program, but recently, the enforcing of specific regulations was delayed by one more year.  The original idea behind the law passed in 2006 (AB32) was that polluters would have to start complying with the emissions caps starting in 2012.  But that has now been postponed until 2013.  Some environmental groups support the delay as a compromise that gives a little leeway but does not abandon the overall goal.
