It it was pumped from South to North, all the poor North Californians would get is smog!
But seriously, battles over water rights were already a major thing decades ago. Water has to come from somewhere, it’s rarely local in California, and the people from whom the water is taken are rarely appreciative!
If, for example, Los Angeles and San Diego fell into the Pacific Ocean in an earthquake, probably people would consider shipping the water those cities divert from the Colorado River into the Central Valley — where in these last years it has been crucially needed for crops. (And bear in mind, that’s no small matter, California is one of the richest, most productive areas for farming in the world!)
