Not in the United States. As far as I can tell, the money raised by federal gasoline taxes goes toward repairing and maintaining roads. Each state has its own gasoline tax as well, so it is possible that some of that revenue goes toward clean energy.
In Canada, on the other hand, the federal Gas Tax Fund helps fund projects like a wastewater-powered heating system in Vancouver that provided heat for the Olympic Village and surrounding neighborhoods.
