The US’s EPA does not have the world’s strictest greenhouse gas emissions laws. In fact, California, within the US itself, has stricter laws than the EPA. About five years ago, Japan’s emissions laws (called the strictest in the world at the time they were passed in 2003, although that may have changed) went into effect, which are, I believe, still stricter than the EPA’s general rules.
