Does America have the most comprehensive waste management system in the world?

    No, not the most comprehensive.  Other countries abroad like those in Europe have more comprehensive systems and therefore higher rates of recycling and composting, for example, than the US does.  While some states in the US like Colorado and California do use both of these waste management techniques, most do not.  In terms of hazardous waste, the US does have strong legislation like the Resource Conservation and Recovery Act (RCRA) to govern hazardous waste disposal.  But all told, America produces more waste than other nations with more comprehensive waste management systems.
