Yes; all that is needed for an odor to occur is the movement of particles through a medium into a nose or other sensory organ, which is certainly possible in water. Though it is difficult for humans because we use our nose to breathe and we cannot breathe in water, some sea creatures can smell very acutely underwater. A shark, for example, is able to detect the scent of blood a quarter of a mile from its origin.
