Does the Air Car violate the laws of energy conservation?

No, if it did, it would not be physically possible. Air cars work using large amounts of compressed air to run the engine. The expansion of the air uses pressure to make the engine run. (They also do use small amounts of gasoline to run the motor that compresses the air — an air car needs to be refilled with gas about every 1000 miles).
