The entire continent of Africa fluctuates with its rainfall — countries in the Sahara desert (Northwest corner of the continent) logically get very little rainfall, though forested sections of the inner-continent get substantial rainfall.
Areas at the most-North and most-South tips of our Earth receive the least rain: Antarctica, the North Pole, Alaska, Siberia, Greenland, etc.
