Good question parrish, and I think the answer is yes.
Zip lock bags are made from the same thing as grocery bags, polyethylene. Because of this, some of the same environmental problems are associated with these bags. Where they are different, however, is in their use. Some may make an argument that they are not posing the same problem because they aren’t as widely used as grocery store bags, but bags are bags. They don’t tend to get recycled, they get littered, they are a petroleum product, and they don’t biodegrade.
